Ontario is where a gas boiler division has the most room in absolute terms. Statistics Canada puts natural gas behind the main heating system in 58% of Ontario households in 2023, in the country's largest population. Older neighbourhoods in Toronto, Hamilton, Ottawa and many smaller cities are full of homes with radiators and hot water heat. The challenge is competition: plenty of companies already advertise boiler work, and paid search in the GTA is expensive.
We are a marketing and business consulting service. We don't install, repair or service boilers. For Ontario work, the parent agency's sites are HVAC.Agency and HVAC.Digital.
The Ontario boiler market
Ontario's boiler demand is concentrated in older urban housing, in multi-unit residential buildings, and in custom homes with in-floor heat. The detached and semi-detached homes of older Toronto neighbourhoods, many Hamilton and Ottawa streets, and the downtowns of cities such as Kingston and London often have hydronic systems that are decades old.
Segments a division can serve:
- older homes facing a repair-or-replace decision on a cast-iron or early high-efficiency boiler
- newer homes with combi units needing service or replacement
- low-rise apartment and condominium buildings with central plants
- custom and cottage-country homes with radiant floors
Climate and seasonality
Southern Ontario winters are cold but moderated near the Great Lakes, while Northern Ontario's heating seasons are longer and colder. In the south, boiler work builds through autumn and stays steady through winter, with a mix of planned replacements and no-heat emergencies. In the north, the season starts earlier and the emergency share is larger.
For a launch:
- run planned-replacement messages from late summer, when homeowners start thinking ahead
- prepare emergency campaigns for the first cold weeks, especially outside the GTA
- use spring for commercial and multi-unit work that owners prefer to schedule outside the heating season
Regulators to know
- TSSA regulates fuels, boilers and pressure vessels. Fuels work is reserved for TSSA-registered contractors employing certified gas technicians.
- Skilled Trades Ontario handles trade certification and apprenticeship.
- WSIB covers workplace insurance.
For marketing, TSSA registration also shapes what you can truthfully say. A boiler division's site should only claim registration and certifications your company and team actually hold. We name these bodies for reference; confirm details with them, and plan staffing with readiness planning.
Programs, as of October 2026
The Home Renovation Savings Program, run by Save on Energy and Enbridge Gas with provincial support, offers rebates for upgrades such as cold-climate air source heat pumps (up to $7,500), ground source heat pumps, insulation and windows. It isn't aimed at gas boilers.
That matters for a boiler division because some homeowners will arrive weighing a rebated heat pump against a boiler replacement. The honest answer depends on the home, the distribution system and the customer's priorities. A good division site explains the trade-off clearly and sends people to the program administrator for current terms, rather than pretending the option doesn't exist.
Outside the GTA, competition eases, and a boiler division in a mid-sized city can often build visibility faster.
How we'd approach an Ontario launch
- Choose a narrow first market. Two or three neighbourhoods or cities where your team already works and boiler housing is common.
- Consider a separate brand in the GTA. In crowded search, the clearer focus of a separate brand can be worth the cost. The brand structure guide sets out when.
- Write for older homes and multi-unit buildings. Those pages attract the jobs general HVAC sites handle poorly.
- Watch cost per booked job closely. GTA clicks are expensive, so the division P&L needs weekly attention in the first months.

Frequently asked questions
Is the Toronto boiler market too competitive for a new division?
It's competitive, which is why we'd rarely launch a new division across the whole GTA at once. A focused service area, strong boiler-specific pages and a review routine give a new division a fair chance in a handful of neighbourhoods or cities first.
Who regulates gas boiler work in Ontario?
The Technical Standards and Safety Authority (TSSA) covers fuels, boilers and pressure vessels, and registers fuels contractors that employ certified gas technicians. We link to TSSA for reference; confirm your obligations with them directly.
Can an Ontario boiler division use Home Renovation Savings in its marketing?
The program, run by Save on Energy and Enbridge Gas, focuses on heat pumps, insulation and other upgrades rather than gas boilers, as of October 2026. A boiler division may still need to explain it when customers compare options. Confirm current details before mentioning it.
